An Ex-chairman of Taiwan’s UMC Funds Civil Defense Training to Guard Taiwan

On September 1st, Taiwan’s former UMC Chairman, Robert Tsao (曹), and the initiator of “Kuma Academy,” Assistant Professor Shen Boyang (沈伯洋) of the Graduate Institute of Criminology, Taipei University, held a joint press conference, stating that Tsao plans to donate US$20 million to the Kuma Academy for civil defense education and training. They expect to train 3 million “Kuma Warriors” and 300,000 marksmen within three years to form a spontaneous civilian force against the Chinese Communist Party (CCP).

 Currently, Kuma Academy is providing special training courses, including disaster prevention, medical rescue, field management, and self-defense combat, drawing more people’s attention to civil defense. In the past, Kuma had offered five introductory courses, such as Basic Rescue and Hemostasis, Modern Military Science Basics, Information Recognition and Cognitive Operations, Communication Maintenance and Preparation, and Evacuation Planning. Kuma’s goal is to form a civil force to support front-line soldiers in wartime, participating in the war in a civil organization form.

 Mr. Tsao had said on August 5th that he would donate $100 million to strengthen Taiwan’s national defense. The partnership with Kuma Academy is the first step in this donation plan. Many Taiwanese responded actively to the news and expressed their enthusiasm for participating in this training program to defend their homeland in the event of the CCP’s invasion.
