Taiwan Proposes Bill to Prohibit Communist China R&D Company

According to a report on July 2nd, Taiwan’s Ministry of Economic Affairs announced on July 1s the draft amendment to the Measures to Approve Chinese For-profit Businesses Establishing Subsidiaries or Offices in Taiwan. The draft will prohibit Chinese-owned companies from establishing operational research and development (R&D) offices in Taiwan, while strengthening regulations on the establishment of Communist China owned companies in Taiwan. The draft revisions will also include provisions to further restrict Communist China’s companies from hunting Taiwanese R&D talent.
An investigation by the Taiwan Ministry of Justice Investigation Bureau found that 10 Communist China companies had illegally established subsidiaries or R&D departments in Taiwan. These companies acted as foreign investors or Taiwanese companies in an attempt to poach talent from Taiwan’s high-tech industry.

The draft amendment would allow the Taiwan government to take a tougher stance to prevent Communist China companies from systematically poaching talent from Taiwanese companies. The bill argues that the move could affect the country’s economic development and national security.
