Colin Kahl, deputy defense secretary for policy, said Russian President Vladimir Putin may still want to occupy most of Ukraine, but has had to scale back his tactical objectives in the war.
Speaking at an event hosted by the Center for a New American Security, Kahl said that he still believes Putin has been attempting to take most of the Ukrainian territory, even the entire country, but it remains a big question mark that Putin is going to be able to achieve those goals.”
Kahl added that the Russians may make tactical gains here and there, but the Ukrainians are holding out, and he suspects that the Russians are capable of achieving their ambitious goals.
