CCP Will Not Allow the Democratic Progressive Party (DPP) in Taiwan to Win Another Election

Lu Wenduan, vice chairman of All-China Federation of Returned Overseas Chinese, wrote an article on February 13th, 2023 that Taiwan will enter a “general election” in the second half of this year, in order to avoid the DPP from having the opportunity to use the Hong Kong issue as an excuse again to capture ruling capital. Therefore, it is not appropriate to initiate legislation on Article 23 of the Basic Law this year, or even to conduct relevant public consultations. In the article, Lu Wenduan listed four major reasons why he believes that Hong Kong already has a national security law to “guarantee the bottom line” and that there is no urgency to enact Article 23. The Central Committee of the (Communist Party of China) CCP is fully launching multilateral diplomacy and Hong Kong’s most important work is to cooperate with the Central Committee of the CCP, giving full play to the advantages and potential of international connectivity, rather than rushing to put the Basic Law 23 Article in a hurry. Lu Wenduan pointed out that Taiwan will enter a sensitive moment of “general election” in the second half of this year, and if the legislation is enacted at this time and causes international controversy, it will no doubt be a repeat of the past mistakes and allow the DPP to use the same opportunity to smear “one country, two systems” four years later when the election situation is also in danger. While winning an overwhelming victory, it obstructed the “unification” process of the Central Committee of the CCP. He stressed that this was a situation the CCP would not allow. Article 23 of the Basic Law stipulates that “the Hong Kong Special Administrative Region shall enact legislation prohibiting any acts of treason, secession, sedition, subversion of the Central People’s Government and theft of state secrets, and prohibits foreign political organizations or group from conducting political activities in the Hong Kong Special Administrative Region or establishing ties with political organizations or team in Hong Kong.” Since Hong Kong’s transfer of power to the CCP in 1997, authorities have been demanding Article 23 legislation, and in 2019, when the anti-CCP movement in Hong Kong broke out, the call for legislation from pro-Communist groups was unprecedented. At that time, one of the reasons the pan-Democrats hoped to win a majority of seats in the Legislative Council was to block the passage of this evil law, but in return, it was a massive political prosecution by the CCP, which shows that the determination of the CCP to Article 23 of legislation is very strong.Chief Executive John Lee Ka-chiu pointed out earlier that he hoped to complete the Article 23 Basic Law legislation this year, or at the latest next year, but this year, there were no relevant issues on the agenda of the Legislative Council. It shows that the CCP is more worried that if the DPP gains power again, Xi Jinping’s goal of reunifying Taiwan will become difficult, so it intends to downplay the suppression of Hong Kong.
