US Senators Propose Communist China ‘Grand Strategy’ Commission

On September 30th, a bipartisan group of 15 senators is seeking to set up a commission. The mission is to formulate a “grand strategy” of the Chinese Communist Party (CCP) aimed at avoiding conflict between the US and CCP while allowing the US to pursue their interest. Senators said they will introduce legislation to this measure.

This commission is molded after the US former president Dwight Eisenhower’s Project Solarium. Most of the proposers sit on the United States Armed Services Committee. They hope the legislation to fill the bill as an amendment to the National Defense Authorization Act, which the US Senate is expected to begin debating in October. The proposed commission would include top experts to analyze and evaluate the relationship between the US and CCP, aiming at avoiding national conflicts and protecting the US national interests, especially in the Internet security field. The proposed commission would consist of 18 members. Two co-chairs are agreed upon by the US Congress and the US president. The Commissioners consisted of two senators, two House members, six executive branch officials and eight individuals from the private sector.

The commission would develop related approaches across the US federal government while defining specific steps necessary to build a stable international order that accounts for CCP’s participation. Among the hundreds of proposals, most of them are supported bipartisan such as the CHIPS Act and Innovation Act passed in July, though the US Senate US-China Working Group has some partisan nature.
