PLA Air Force Project 2705 – Core Personnel, Structure, Location and Capacity

On July 20, the “Military Grand Exposure” live stream series continues, after the previous exposures of PLA Air Force Project 910 and Project 550, fellow fighters of the Whistleblower Movement disclosed another project of PLA Air Force underground command communication system, Project 2705.

 Project 2705‘s classified Top Secret documents include the description of the engineering design task for Project 2705 and its construction cost estimates audit form.

 In 2007, Yang Guohai, chief of staff of the air force, and Zhu Hongda, chief of air force logistics issued an application to the PLA Air Force Command and General Staff department for the construction fee for Project 2705, which is the construction of the communication and command control system of Nanjing Air Force underground command post. It was planned that the construction drawing design was to be completed before the end of December 2007, the construction to start in January 2008, and complete in March 2008.

 Project 2705 is planned and implemented by the Communications Department of the Air Force Command, designed by the Communications Engineering Design Institute of the Air Force Command, and implemented by the units affiliated to the Air Force of the Nanjing Military Region. It’s located at Baohua Mountain, the first mountain of Nara Buddha, there is a thousand years-old temple, including Longchang Temple, nearby Baohua National Park, and is surrounded by 50 million yuan residential villas, universities, and a kindergarten. The project is part of the first batch of battlefield communication facilities construction projects in 2007 by the PLA General Staff department; its purpose is to equip the Nanjing Air Force underground command post with the abilities of the communication and command control functions of data, voice, and image information transmission, processing, exchange, and short-wave transceiver, and can provide stable, reliable and uninterrupted command. Besides, the construction design was also based on Air Force’s anti-” Taiwan Independence” emergency combat preparation task, by meeting the operational requirements of the communication and command system of the Nanjing Air Force underground command post.The construction of Project 2705 includes optical (electrical) transmission, satellite, infrastructure construction such as short-wave communication, program-controlled (human-machine) switching, conference television, and other application network construction and communication power supply and other supporting projects; the communication system includes the communication hub, the receiving station, and the sending station; the command control system includes integrated wiring, display control, and network equipment installation in the command post. The system follows the requirements of the integrated command platform and can be interconnected with other systems in the area to meet the needs of combat command.

 A total of 47.28 million yuan of construction funds are required to complete the projects, including the communication system: communication hub, 11.15 million yuan; the short-wave receiving station, 3,060,000 yuan; 11,884,000 yuan for the short-wave sending station; and 7,450,000 yuan in total for the command control system.
