PLA Air Force Project 910 (Part I) – Overview, Core Personnel and Location

On July 17th, through multiple live stream programs, the Whistleblower Movement revealed a series of internal classified documents from the CCP‘s PLA Air Force Command, Project 910, which is a project of the Air Force Command’s underground communication system; the classified documents include reports of engineering construction and the arrangement of the construction task.

The engineering branch of PLA Air Force Command Communications Division issued the Project 910 reports on March 13, 2006; the report includes “construction plan of wired telecommunication engineering, radio communication engineering construction plan and power system construction plan 5 Construction plan”.

According to the report, Project 910 was established in March 2005, by the Engineering Office, led by senior engineer Lv Zenglong. Lv has divided Project 910 into seven major design tasks: the systems of transmission, switching, wiring, wireless equipment, antenna, process, and power supply. Among them, the switching system is designed by Lv Zenglong, the transmission and wiring are jointly designed by Xu Li and Han Guangzhou, the wireless equipment installation is designed by Kou Xiaodong, the antenna and process are designed by Zhu Hailiang, and the power supply is designed by Zhang Chunhui.

The report stated that Project 910 is based on a classified Command Notice No. 36 issued by PLA Air Force Command in 2005, which orders the tasks of the construction of the communication and control system of the six underground Air Force Command posts”, including the Air Force 550 project; the tasks were issued to Nanjing, Guangzhou Military Region Air Force, and 15th Airborne Corps Command.

The tasks of Project 910 include “constructions of the electric transmission system, switching system, distribution system, conference TV system, military integrated information network nodes, antenna field of transceiver stations, installation of short-wave communication equipment of transceiver stations, and satellite (square warehouse) communication systems, etc.

The report revealed that Project 910 (GPS coordinates E116.48 N25.49 H327) includes two parts, the main tunnel (Project 910) and the signal sending tunnel (Project 911), which are both located in Liancheng County, Longyan City, in Fujian Province, and about 17 KM apart from each other. Project 910 has 2 receiver rooms, which can install 40 receivers and terminals, located in Xiaokeng Village, Beituan Town; Project 911 project is located in Lijia town, where 60 1000W transmitters and 5 10KW transmitters can be installed.
